[PureInsight.org] Prior to October 1, the State Council of China issued the National Human Rights Action Plan of China. The plan said they would cooperate with the UN Human Rights Council by inviting UN human rights representatives to China. The Asian coordinator of the action of “signature collection to report Jiang Zemin”, Wanqi Zhu said on OCT 30th, “There are more than 1.8 million people involved in criminal reporting Jiang Zemin in Asia. In response to the request from international organization, China should welcome the UN Human Rights Council to investigate the truth of live organ harvesting from Falun Gong practitioners and send Jiang Zemin, who violated international criminal law, to the International Criminal Court.”

Recently, the State Council of China issued the National Human Rights Action Plan (2016-2020). In addition to emphasize the comprehensive protection of China economic, social and culture, it also mentioned to guarantee civil and political rights in accordance with the law. The State Council also said China would actively participate in the international human rights work, conscientiously fulfilling its obligations to International Human Rights Treaties; and involve in the UN human rights system work. They would also assist the developing countries as needed and conduct human rights dialogues, exchanges and cooperation.

Zhu Wanqi announced the latest number of the joint signature reporting just before OCT 1st. She said more than 1.8 million people from 7 countries have participated in the campaign, including Taiwan, Hong Kong, Macau, Japan, Indonesia, Singapore and Malaysia. Taiwan (698,008), South Korea (671,422) and Japan (238,583) had the largest number of signatures. According to the receipts, China Supreme People's Procuratorate got at least 720,000 criminal report letters; the Supreme Court received more than 630,000 criminal report letters.

Zhu Wanqi said that Jiang Zemin committed the most serious crimes of genocide, against humanity and torture in violation of the International Human Rights Treaties signed by China. He should be sent to the UN Human Rights Council for an independent investigation. As a permanent member of the UN Security Council, China should send Jiang Zemin's crime evidence to the International Criminal Court.

Zhu Wanqi stressed to cooperate with the UN Human Rights Council, China should be more open to the emergency investigation of organ harvesting case proposed by Canadian delegates and the International Educational Development Organization (IED). In addition to allow the UN Human Rights Council to investigate the CCP's organ harvesting from Falun Gong practitioners in China, it would also be important to allow David Kilgour, former Secretary of State for Asia-Pacific; Ethan Gutmann, senior journalist, and human rights lawyer David Matas to enter China to investigate the organ transplants and whether some doctors and hospitals have involved in the organ harvesting.

In addition, several documents from the UN Human Rights Council have pointed out, during the past 17 years Falun Gong group was persecuted most severely in China. Zhu Wanqi believed that China should comply with the International Human Rights Conventions by stopping the persecution of Falun Gong group and all other groups to show their cooperation sincerity.

However, Zhu Wanqi believed it was hard to imagine such autocratic and illegal CCP regime could cooperate with UN which tried to safeguard universal values and basic human rights. To cooperate with the UN Human Rights Council essentially, China should abandon the dictatorship of the CCP and become a truly free and democratic country. It would be a true cooperation to have the same value as UN and investigate the culprits of the persecution through the transformation of justice.
