Dear Sir or Madam:

We are anxiously writing this letter to ask you to pay close attention
to the horrifying acts of cruelty against Falun Gong practitioners that
are taking place right now in China. We urge you to help immediately
end the atrocities of live organ harvest and large-scale massacre of
innocent people inside Chinese Communist Party (CCP) concentration
camps—and help end a persecution that has lasted for nearly seven years.

As you may already know, on March 9, 2006, a Chinese journalist who escaped to the U.S. revealed to The Epoch Times
newspaper the existence of a secret concentration camp in Sujiatun,
Shenyang City, Liaoning Province. At one point, more than 6,000 Falun
Gong practitioners were held there, according to the journalist. It was
learned that no one has ever left this place alive. Soon afterward,
another witness confirmed his report of these crimes. According to this
witness, the Sujiatun camp is located at the Liaoning Provincial
Thrombosis Hospital of Integrated Chinese and Western Medicine in
Sujiatun, Shenyang City. The witness is a former employee and her
ex-husband had been a surgeon responsible for harvesting corneas. About
4,000 victims, many still alive, had their organs harvested and sold
for huge profits, including their kidneys, corneas, hearts, lungs,
skin, and livers. The remaining prisoners could lose their lives at any
time.

Recently, a veteran military doctor from the Shenyang Military Region
revealed that there are at least 36 concentration camps in China
similar to the one in Sujiatun. He also indicated that over 10,000
people were indeed being kept in the Sujiatun camp in early 2005, organ
removal is common practice, and cremation of the dead and even the
living is not unusual. To his knowledge, the largest camp in China,
with a codename "672-S," is located in Jilin Province and is said to
hold over 120,000 people, among whom are Falun Gong practitioners from
all over the country. He told The Epoch Times
that according to latest policies, "'the Chinese Communist Party's
Central Committee decided to treat Falun Gong practitioners as 'class
enemies' and handle them in any manner that is economically
profitable." In other words, similar to many other heavily sentenced
prisoners in China, Falun Gong practitioners are no longer regarded as
human beings, but as raw materials for commercial products.

Investigations by the World Organization to Investigate the Persecution
of Falun Gong (WOIPFG) have shown that there is an extremely large live
organ supply bank in the Shenyang area. In other areas such as Henan
Province, Shandong Province, Shanghai, Guangzhou, Beijing, Tianjin,
Liaoning Province, Hunan Province and Hubei Province, hospital staff
and directly participating doctors have said that they can provide
Falun Gong practitioners' organs. Based on this initial investigation,
one can conclude that the Sujiatun concentration camp is not the only
one where live organ harvesting from Falun Gong practitioners for
transplant purposes has taken place.

It is well known that the CCP uses its entire state propaganda
machinery in its persecution of Falun Gong, defaming the practice by
circulating rumors and lies. Genocidal policies such as "ruin their
reputation, bankrupt them financially, annihilate them physically" and
"beating to death is nothing and shall be counted as suicide," in
addition to "cremate the body directly without identifying the person,"
are carried out by the Gestapo-style agency called the "610 Office" in
an attempt to force Falun Gong practitioners to give up their belief in
Truthfulness, Compassion, Forbearance, which are the basic principles
of the practice.

Although what has been exposed is only the tip of the iceberg, right
now we have confirmed that nearly 3,000 practitioners have been
tortured to death, at least 6,000 illegally sentenced to prison,
hundreds of thousands illegally sentenced to forced labor, thousands
sent to mental hospitals and injected with nerve-damaging drugs, and
more than 100 types of torture used on practitioners. The exposure of
the Sujiatun and 672-S concentration camps tells us that darker crimes
remain hidden inside 36 secret death camps.

Over nearly seven years, Falun Gong practitioners have been persistent
in exposing this unprecedented persecution, in a very dangerous
environment and despite the CCP's tight control on the media and the
Internet. They have been calling for justice and support from the world
community. While more and more people and international organizations
inside and outside China have joined the effort to end the abuse and
murder, and condemn the persecution, the response is weak in contrast
to the escalating atrocities of the CCP.

Our solemn promise of "Never Again," made 60 years ago in response to
the Nazi concentration camps still echoes in the civilized world, and
yet similar tragedies are happening again amidst our silence. The
genocides in Rwanda and Darfur are tragic examples. Today,
globalization has brought the international community together as one
large family. We depend closely on each other for existence. The
persecution of Falun Gong and the exposure of the unforgivable crimes
occurring within the Sujiatun concentration camp in the world's most
populous country, are among the heaviest blows to humanity and modern
civilization.

The international community has a chance, today, to make a difference,
to stop the pattern of killing. We cannot remain silent when faced with
a tyrannical Communist regime that is exhausting the nation's resources
to exterminate good people. We have no reason to stay silent. If we do,
we condone the regime's actions and become unwitting participants in
persecution.

We sincerely request that, as leaders who shoulder the responsibility
to uphold the law as well as the morality and dignity of humankind, you
loudly say "No" to the atrocities being committed by the Chinese
regime. We urge you to take immediate measures to fulfill the promise
of "Never Again," and stop the massacres at the Sujiatun concentration
camp and other locations.

We are individuals and organizations from inside and outside China who
believe in justice and conscience, who cherish peace and freedom, and
who respect the truth. With a sense of responsibility and concern for
our fellow humans, we anxiously and solemnly call on you to make your
voice heard and to take the following actions:

1.    Call for the
Chinese ambassador in your country to respond to diplomatic inquiry
regarding the Sujiatun issue, and require formal and evidential answers
within a limited timeframe.

2.    Urge President Bush to ask Chinese leader Hu
Jintao, who will be visiting the U.S, to disband the 36 concentration
camps including Sujiatun and immediately release all incarcerated Falun
Gong practitioners.

3.    Support the formation of an international
investigation team to conduct unrestricted investigations of
concentration camps and the persecution of Falun Gong practitioners in
China. The team should consist of human rights observers from various
countries, the United Nations Commission on Human Rights and the
Committee Against Torture, international human rights organizations,
and representatives of Falun Gong practitioners.

4.    Call for the establishment of special rescue
agencies in the U.S. and other democratic countries that will accept
and take care of Falun Gong practitioners held in Sujiatun and other
similar camps, so they can receive proper treatment.

5.    Call for the establishment of a special
international criminal court (the International Tribunal on the
Persecution of Falun Gong) to collect evidence, investigate and try
those involved in the persecution of Falun Gong practitioners.

We welcome any organization and individual to co-sign this letter and
join the efforts of rescuing the victims, investigating the atrocities,
and bringing the criminals to justice.

This public letter is forwarded to the United Nations Commission on
Human Rights, the Human Rights Council, the Committee Against Torture,
the International Criminal Court, the International Court of Justice in
the Hague, the European Court of Human Rights, and major media around
the globe.

Haiying He, President

Global Mission to Rescue Persecuted Falun Gong Practitioners (GMR)
